Labour’s right must find a new clarity of mission

Saturday September 12th was perhaps the worst internal defeat ever suffered by the Labour right. The scale of Corbyn’s victory was as vast as it was stunning. To recover, the Labour right must rediscover a clarity of mission and craft a new story to tell the party and the country.

This defeat was worse than Michael Foot’s victory in 1980 and the internal setbacks of the late 70s and early 80s.  Foot was picked by a divided and fearful PLP. A minority of ideologically uncompromising activists drove the Bennite surge. Corbyn’s victory was, by contrast, a popular one; the Party’s members, supporters and affiliates dealt the blow.

Like the Liberals in 1906, this may be a victory from which the left of the party never recovers. Yet Corbyn’s failure, if that occurs, will not be sufficient to win back the hearts and minds of the party faithful.

Phil Collins argued that internal regeneration has three parts: intellectual, organisational, and personal. Intellectual renewal precedes the latter two. This involves not just reflecting upon ideology but also the strategic context that Labour operates within. Critically, it is also about finding a new clarity of mission.

The leadership election had a clear message: dry arguments about process, policy and electability are not enough to win. Too much time spent on these and too little time on developing a vision cursed the three moderate candidates in the race. The candidates of the right, unfairly or otherwise, came across as hollow.

Jeremy Corbyn, George McGovern and winning by default

A party is selecting a new leader and is using, for the first time, an open selection process. The early front-runners from the moderate wing of the party, who have dominated the party in the previous decades, have faltered and disappointed. Others, young and dynamic politicians, have refused to run for personal and political reasons. Instead, the insurgent, an outsider candidate from the left of the party is gaining momentum. He is backed by a wave of younger activists who are disappointed by the party’s previous period in government with its compromises and controversial war and are idealistic for a new settlement. As the campaign progressed, the moderates try to rally around a candidate, any candidate, to stop the insurgent left. However, it is too late. The insurgent suddenly finds himself party leader.

The year is 1972 and George McGovern has just become the Democratic nominee for President.

On his way to the nomination, McGovern defeated the combined talents of three leading party moderates, Senator Edmund Muskie, former Vice President Hubert Humphrey and Senator Henry “Scoop” Jackson. George J. Mitchell, a Muskie staffer and later Muskie’s successor as Senator, reflected afterwards that “Muskie’s appeal was to reason, to legislative accomplishment, to sort of general policies in the best interest of the country. The primary electorate was interested in emotion, passion, strong views on every issue, and the general election candidate who tries to navigate a nomination process by not being clear on very hot button issues finds it difficult in the nominating process”.

Ten hard truths for Labour

Labour looks like it is coming apart at the seams.  A big Labour rebellion on welfare, a leadership contest that is dragging the party ever further from the centre ground and George Osborne busily moving the Tories onto the territory vacated by Labour – this is the backdrop to Labour’s long hot summer.

Just over a week ago, Tristram Hunt called for a summer of hard truths.  Anthony Painter gave an excellent starter for ten. Here are ten more:

1. The state can be just as oppressive, destructive and amoral as market forces. This manifests itself in actions from the harsh sanctioningof benefit claimants to NHS staff behaving in an unpleasant, uncaring and unaccountable manner.

2. Power in the modern world is more fragmentedthan in the past. This reduces the governments to impose change from above.

3. Labour has offered no convincing answer to the challenges posed by secular stagnationand the UK’s productivity puzzle.

4. The idea that Labour loses elections because it is insufficiently left-wing has no basis and is a myth that should not be indulged.

5. The public are not interested in the talk of bold, radical plans so beloved of certain sections of the party. In a post-election poll by GQR Research on behalf of the TUC, when asked to choose between parties offering “concrete plans for sensible changes in this country” and parties promising “a big vision for radical change in this country”, the public overwhelming preferred the former. This result was replicated across social grade, country, 2015 vote, gender and age group.

What does Liz Kendall believe?

It was hard not to be impressed by Liz Kendall’s Sunday Politics interview with Andrew Neil. She displayed many of the facets that a future leader of the Labour Party should have. This was not the first time she had impressed in interviews, print or broadcast. We desperately need a leader who can win but we also need know what kind of change that leader seeks. Power for its own sake is only ever conservative. Liz Kendall’s thinking appears rooted in an undervalued, oft-forgotten Labour tradition, that of republicanism.

Republicanism has at its core a single notion: that true freedom consists of non-domination. Using a positive frame, Anthony Painter of the RSA (and formerly of this parish) calls it “powerful freedom”. What republicanism seeks is to offer people the ability to be architects of their own lives and flourish in society. The republican approach to freedom can be thought of as expanding what Amartya Sen called “capabilities” (the ability to do something).

Without possessing capabilities, a person is left to live a life where others, either directly through oppressive practices or indirectly through dependency, dominate them. This marks republicanism out from classical liberalism’s doctrine of non-interference. The divide can be illustrated the play A Doll’s House. In his book Just Freedom, Philip Pettit states that Nora would be considered free in classical liberal terms as her husband Torvald does not interfere with her choices. Yet, Pettit argues that Torvald exercises power over Nora as she is totally dependent upon him (something Torvald himself articulates in Act Three of the play). In republican terms, she is not free as Torvald dominates her and restricts her ability to shape her own life.

A Labour-SNP deal could hold together for the whole Parliament

On current seat protections, Labour, in an informal pact with the SNP, could be back in government in less than two weeks. Any deal would be painful and fraught with risk. Yet it could last the whole Parliament and enable Labour to secure a good deal of its programme.

In our system, the pivot legislator, that MP that decides whether a bill is passed or not, normally sits within at the governing party (or governing coalition as was the case for the previous parliament). Under a Labour minority government, this legislator would be outside the party. To pass a bill, Labour needs to make that pivot legislator, or the party group they are within, prefer the proposal to the status quo. On most policy positions and on basic parliamentary arithmetic, the nearest group containing a pivot legislator will be the SNP. Hence, creating an informal pact with the SNP would maximise our chance of passing legislation.

However, the SNP has a different set of motivations to Labour. They care about sustaining their emerging dominance in Scotland and creating the conditions for independence. For the Nationalists, policy positions are mere instruments for achieving this. Through observing this set of motivations, it is possible to see why they would continue to prop up a Labour government.

Firstly, the SNP will able at to extract returns for Scotland and concessions on policy positions. They would seek to claim credit for any improvements in Scotland under a Labour minority administration, reinforcing their “Stronger for Scotland” rhetoric. Second, they would try to place the blame upon Labour (or Westminster or the lack of autonomy) for any painful reforms and the continuation of austerity. Thirdly, propping up a Labour government will enable them to claim credibility for their “Vote SNP, lock out of the Tories in Westminster” message. Fourthly, SNP MPs can ‘wing flap’, signalling about their ‘true’ position on pieces of legislation through tabling amendments and making speeches, even if they ultimately vote for the bill in question; the longer the parliament, the more wing flapping can take place. Finally, they can work with the thirty to forty MPs that John McDonnell claims will be sympathetic to Campaign Group positions to force Labour to seek Tory, Liberal Democrat and DUP votes on issues like Trident and welfare reform (reinforcing their narrative about Labour not being real progressives).

The fight for the union goes on, whatever happens on the eighteenth

The future of the Union hangs by a thread. A partnership that has lasted three hundred and seven years, and achieved many wonderful things, could be extinguished. Better Together can still win on Thursday and I’m hoping it will. If No does indeed win, there can be no let up in the struggle. The nineteenth of September 2014 must be the first day of the next battle for the future of our country.

The words of the 2nd Earl of Manchester were spoken at the height of the First English Civil War in November 1644. The fate facing opponents of Scottish independence is not death and penury, but the point stands: the SNP must win only once, by a single vote, to separate Scotland from England forever. We must win every time.

Alex Massie, in a recent Spectator piece, charted the increasing acceptability of independence as an idea. As Massie correctly observed, the idea of Scottish nationalism cannot be killed, not now, not after all this time. If 47% of the electorate vote for separation, that is a sizeable bloc who wish to tear apart the existing polity; only a minor swing would be required to make that a majority opinion.

Perhaps the SNP, like Quebec separatists Bloc Quebecois, would eventually collapse and be consigned to a future behind Labour in Scotland. This seems unlikely given their current poll ratings. Even if they were weaker in the polls, it would not be something we could just wait and hope for. Nationalism must be fought and driven back with ideas, policy and organisation. It is worth remembering the remarks of Neil Kinnock that “the victory of political ideals must be organised”.

The SNP would not be a majority party in the Scottish Parliament (and hence able to call a referendum) were it not for the collapse of Labour and the Lib Dems in the 2011 elections and the Tories long-term decline. Patrick Wintour in The Guardian tracked the decline of Scottish Toryism during the Thatcher era and their subsequent failure to reassert themselves during New Labour (unlike in England and Wales). Labour’s decline was, on paper, more sudden and stark. However, it was rooted in the talent exodus to Westminster and SNP positioning themselves as moderate social democrats appealing to a conservatism about the institutions people valued (such as the NHS or universities).

Westminster wargames and what we don’t know

Dominic Cummings, Gove’s former SpAd, has been compulsive and compelling reading ever since his essay ‘Some thoughts on education and political priorities’ sparked controversy last October. His blogposts are rich with challenging material and thinking, unlike much of the noise in politics today. The other day, he released an Autumn 2010 Westminster wargame considering the potential dynamics of this current Parliament, setting out what the Cameroons wanted and thought would happen and what they didn’t.

The wargame covered seventeen categories, from macroeconomics to free schools, and from coalition politics to international terrorism. What the Cameroons wanted and thought would happen were generally on the lines of a Britain rejuvenated, a quiet world and the end of anti-politics. The opposite was a fragmented Coalition, economic decline and a conflict-ridden world.

The Cameroons were correct, on balance, in nine of the seventeen categories. The economy is (finally) growing and the cuts are seen as necessary with strikes manageable. Cuts to policing have not resulted in rising crime, although the police are still in need of reform.  On education, as I wrote the other day, Gove succeeded in expanding academies and implementing reforms to improve behaviour and standards. The Liberal Democrats did indeed lose the AV referendum but didn’t threaten the integrity of Coalition in the aftermath. The Lib Dems have not fractured and whilst the Tory grassroots are noisy over Europe, they haven’t abandoned Cameron. The Olympics were a resounding success, despite the issues with the legacy of the project. Civil liberties haven’t really been ‘restored’ but there has been a welcome absence of terrorism. The City of London remains a major financial centre despite the LIBOR scandal.

However, they were wrong in seven of the seventeen categories. On welfare, IDS’s reforms have failed to change incentives to work much. Immigration has not been limited (as it is mostly driven by the EU) and UKIP have benefitted from it. The EU has been a major issue within Westminster due to UKIP’s success. There have been significant international conflicts and the Arab Spring was the foreign policy black swan of the past decade. Health reforms are a mess, whilst the civil service have blocked reforms (which was the rumoured trigger for Sir Bob Kerslake’s departure). Finally, anti-politics is on the rise, with UKIP the main beneficiary.

Gove is down but he’s already won

Cheers rang out in classrooms across England. The leaders of the NUT and NASUWT punched the air. The great phantom is finally vanquished. The revolution is over. Except, their celebrations are hollow and wasted. For there will be no return to the status quo ante. Gove’s school structure reforms are not going anywhere

In policy-making terms, institutions matter. Institutions set the rules of the game; they mediate and seek to balance powers through norms and rules. In the case of education, this means moderating the competing demands of parents, teachers, business, the wider community and the state (on behalf of the taxpayer/general citizenry). Through building institutions, politicians can embed the aims and principles they are seeking to achieve and extend.

The institutional analysis can help explore Gove’s expansion of academies and creation of free schools. His reforms represent the culmination of a thirty-year project (of both centre-left and centre-right) to create, mould and embed a new institution, namely the independent state-funded school. Baker’s City Technology Colleges evolved into Adonis’s City Academies, which in turn provided the foundations for Govian Free Schools (and the Twigg-Hunt proposed Parent-Led Academies).

School autonomy, the main feature of the new institution, involves greater freedom over the curriculum (and its delivery), ability to set their own pay and conditions for staff, and control over school day and school term lengths. This autonomy is aimed at raising standards and extending parental choice (the principles capture by the institution).

Reshuffles hardly ever make a difference. But that won’t stop the speculation

David Cameron and Ed Miliband are preparing to shuffle their packs and make their final cut of this Parliament; for one, this will be the last reshuffle they preside over. Ministers and their shadows buzz around nervously awaiting the phone call that will determine the next few years of their political career. For a few, membership of the cabinet (or shadow cabinet) awaits. For others, the comfy leather of the commons backbenches is their destination. However, as much as fun discussing reshuffles can be, the act itself will be mostly irrelevant to either party’s prospects next year.

There is a media tendency to overhype the impact of reshuffles. In Miliband’s most recent shadow cabinet reshuffle was argued to be a cull of the Blairites. In fact, it was more of a replacement of Blairites associated with the Ancein Regime rather than Blairites per se. The 2012 government reshuffle was said to be a ‘rise of the right’ moment but has made little discernible effect on the overall direction of the government, aside from possibly the work done by Chris Grayling as justice secretary and Owen Paterson as environment secretary. Another discrepancy between media discussion and political reality is the perception that reshuffles are a political masterplans, executed with supreme efficiency; in fact, it is often the case that they are chaotic and messy. For example in 2012, the failure of Cameron to convince Iain Duncan Smith to move from the DWP to the MoJ caused a chaotic last minute rethink of the reshuffle and damaged relations between Number 10 and IDS.

The presence of a northern woman in the cabinet will not be the silver bullet to the issue of Tory unpopularity with urban voters and women, just as Sajid Javid’s appointment has not made the Tories more appealing to ethnic minorities. Without addressing the deeper roots of the problems – culture, policy, perception and history – that prevent the Tories from winning over said voters, such an appointment will have only the most marginal of impacts.

For Labour too, a few fresh faces, perhaps a promotion for Gloria de Piero or Dan Jarvis, won’t get over our problems of the lack of trust on the economy and Ed’s poor personal ratings. These are problems arising from strategy, communication and Ed himself. People don’t believe we will make the changes we have pledged and are sceptical that we can manage the economy and public finances well.

A lesson from football: Labour needs to temper its regulatory reflex

A few weeks ago, the first set of Financial Fair Play (FFP) fines landed upon the desks of the owners of Manchester City, Paris Saint-Germain and a host of other football clubs. UEFA’s new system is meant to make European football fairer, limiting the ability of clubs to generate losses in search of better league places in search of European glory/a group stage exit in the Champions League. Critics have accused the reform of strengthening the power of the big clubs. These critiques of FFP offer important insights for politicians looking to intervene in markets.

There is a convincing claim that FFP embeds oligopoly. Its structure strengthens clubs like Manchester United, Barcelona and Bayern Munich whose historic hegemonic position in their respective leagues means they are major profit-making bodies. Clubs who wish to compete with them need to make significant investments to be able to match the transfer kitty, wage offers, and footballing status offer by the big teams.  Relative insurgents like Manchester City or AS Monaco rely on owners who are able to invest a sum close to the GDP of a small African nation. These investments are overwhelming loss-making, at least initially, due to the huge cost of building a squad capable of challenging consistently for Champions League places. FFP means that fewer clubs will be able to pay the sunk costs often needed to enter the market for Champions League places within their respective nation. Bad regulation may well sustain the wealthy clubs and stymie greater competition.
