Labour must overcome its resentment and deal more maturely with the Lib Dems

In the aftermath of the last general election Labour found themselves unable, or simply unwilling, to countenance a coalition with the Liberal Democrats. Instead a “big, open and comprehensive offer” was made, and the rest is history.

Two and a half years later, Labour cannot repeat the failures of the dying days of the last Labour government. The party must overcome its resentment and disappointment at the ending of our 13 years of power to at last build a tolerant relationship with the Lib Dems. The current bitterness between the two parties serves no purpose in an era when majoritarian politics is seemingly irrevocably on the decline.

It will take compromise, not a trait that readily identifiable with the Labour party.  The Lib Dems, rightly, resent the way Labour behaves as if it owns their voters, and the machine tribalism that predominates within the party.

Rather than giving the Lib Dems reasons to hesitate about the Conservatives, Labour’s behaviour to date has simply galvanised their determination to stay within the current coalition. The party was taken aback when the Lib Dems showed the capability and determination to enter coalition with the Conservatives. Nothing suggests that they wouldn’t do it again if the political climate is right. In response, Labour needs to have a strategy for making itself an attractive suitor.

Loyalty will only take us so far

The festive period is traditionally a season of good will; the nation’s increasingly extended sabbatical into family and faith. We now stretch what in most other countries is two days off into ten. The stresses and strains of the past year are forgotten, and the only talk of politics is that of the family variety.

For a glorious week or so we forget all about politics and politicians. Ed Miliband entered 2012 seemingly forgetting what profession he was actually in, and endured a torrid start to the year as a result, not because of anything he might have said or done – indeed the perception that he had not said or done anything loomed large amongst the charges – but because his personal polling and that of the Labour party’s were far below where they ought to have been.

Now that the new year has been ushered in, it is an apt time for reflection and pause before the year ahead. Twelve months ago, the great British public tended to believe that the spending cuts were indeed necessary, that Labour was more to blame for them than the Conservatives, and that George Osborne was a bad chancellor whose policies would yet further damage their our own financial prospects. However, they didn’t trust the Labour party with the nation’s finances and were reconciled, not resigned, to accepting the Coalition’s economic medicine. A year on, by and large, the British public still think that – with astonishingly little variance.

George Osborne has learned his trade from Gordon Brown

“To bring all these decisions for many benefits over many years together,” Osborne told the House of Commons last Wednesday, “we will introduce into parliament primary legislation – the welfare uprating bill. I hope it commands support from both sides of the House of Commons”.

At that moment a thin smile seemed to escape the chancellor’s lips. Or if it didn’t, it should have done. For it represented the Damascene conversion of George Osborne to the scriptures of a once imperious Gordon Brown. And it was a moment of horribly low cunning that was eerily familiar for the Labour benches.

The announcement managed the near politically impossible. It will raise money, it will be popular and it will trap the opposition. It is vintage Gordon Brown, from the days when he was still known as the iron chancellor rather than the flailing prime minister of more recent memory. Yes, it’s easy to forget, but at one time, Brown was the political master of all he surveyed.

The guttural roar that greeted Osborne’s announcement from the Tory backbenches signified wholehearted approval of their chancellor’s ruse.  Budgets are meant to be about economics. But for the two most political chancellors of the modern era, everything is politics. The statistics, forecasts, tax and public spending changes are immaterial for the political battleground with their hated opposition.

Begrudgingly, Labour must accept police and crime commissioners

The police must no longer be immune to radical reform. A mighty vested interest, which has historically seen off just about all attempts to reform it, they have grown into a monolithic empire that successive governments dare not touch. It has been a failure of political will to pursue reform; Blair balked from many of the more controversial reforms his bellicose former home secretaries, in the shape of Messrs Blunkett and Clarke, conjured up. For Labour’s leaders, being pro-police was a vital ingredient of being New Labour. But the myopic faith our political leaders, and the public, once had in the police has sadly waned in the light of recent events – and it is why Labour should welcome the newly-minted police and crime commissioners

The police have long claimed the irrelevance of their political masters when it comes to policing. They have operated an arrogant closed doors policy that has intimidated, and dissuaded, many from engaging in their work. These reactions demonstrate that our police are systemically intolerant of debate and virulently closed to new ideas.

The police need democratic oversight. They are one of the most closed, complex and costly of public services. It is can only be right that the police are brought closer to the very people they are sworn to protect. The apparent immunity of the police service to wider accountability has been a distressing aspect of the service ever since the committees of councillors, members of the public and magistrates took over in the 1960s from local watch committees, which had existed since the 1830s.

Cameron breaches Labour’s Maginot line

The battle lines for 2015 have begun to be drawn. As Labour’s foot soldiers marched to the beat towards the feted middle ground last week in Manchester, its gun batteries trained their aim onto unfamiliar territory with audacious talk of a Labour “one nation” prime minister. The Tories, retreating in disarray, have receded to their ideological redoubt, and Labour skirmishers have at last engaged with hostile middle England in a first serious advance on the mission to Downing Street.

Or so the Labour hierarchy would have you believe. But they have made a serious tactical error.

The infamous Maginot Line was a fortified defensive line built by the French to protect the Franco-German border. It was a formidable defensive structure, and a feat of military engineering and strategising far beyond the era in which it was built. It lies between 12 to 16 miles in depth and stretched from the Swiss Alps in the south to the Channel in the north. The defensive structure was completed after ten years, just before the outbreak of war, and is estimated in today’s money to have cost the equivalent of nearly €50 trillion.

This is the comparable psychological position the Labour party are now staking their ground upon. The party’s grey beards have assumed that, much like the French army, the Conservatives would become unsteady under fire and surrender without trace when grapeshot thinned the lines. This is a first-class misjudgement. The Conservatives are headed through the Ardennes.

Miliband stole the Tories’ one-nation clothes precisely because David Cameron had forgotten to look after them. The Labour leader was executing a classic New Labour move straight from the Tony Blair’s playbook. But unlike the Blair years the Tories will not move ever-rightwards to placate the rabid tenancy and pander to their core. Cameron, frankly, is far too astute for that. Revitalising the “compassionate conservative” model that launched his leadership some seven years ago, the Conservative leader resolutely refused to fall into Labour’s lazy caricature. Moreover, he fought back and punched through Labour’s lines. Tough language on Labour’s Achilles heel – the deficit – will cut through to the nation’s conscience far more than any high-minded seminar on a 19th century Disraelian ideal.

Advice for Ed: Bill Clinton’s lessons for Ed Miliband

There are many legacies of the Bill Clinton presidency, not all of them, admittedly, particularly advisable, but two should influence Ed Miliband most of all as he strides across the platform in Manchester to deliver his third speech as Labour leader.

Turning the clocks back 19 years, a newly-elected Bill Clinton already faced the most daunting task of his fledging presidency. He had ridden a wave of optimism, with a degree of luck, to easily defeat rival Democrats for the nomination and sweep George H. W. Bush from the White House with consummate ease. But his campaign pledge of “fighting for the forgotten middle class” with tax cuts, investment in education and a new health care plan was immediately in danger upon his inauguration with the realisation that the deficit had to be attacked in order to ensure the long-term health of the economy.

The president was faced with the unenviable situation of being forced into delivering economic pain now so that growth could return years later – just in time for his successors. The first few months of the administration was a fight for the mind of the president as to which strategy to honour.

It was the most important legislative issue of the Clinton presidency. Clinton chose a budget of tax rises, spending cuts and a clear commitment of rein in the deficit. It cleared Congress by two votes and the Senate by a single vote. Enactment of the legislation was viewed at the White House as essential to Clinton’s ultimate success as president.

Seven years later, 21 million jobs and the longest economic expansion in US history, it is fair to say Clinton got it right. The US enjoyed its first budget surplus in nearly 30 years as incomes rose on successive years. It was, though, painful. The president broke a direct campaign pledge and personally paid a heavy price on his political conscience.

The similarity with Clinton in 1993 and Miliband in 2012 are stark. Just as then, the economy is a mess. Unemployment is rising; the deficit is enormous, personal debt frighteningly high, the property market in freefall. The economy is going to be central to the struggle for Downing Street in 2015, just as it was for Clinton’s White House bid in 1992.

The first legacy Miliband should take from this past president is one of fiscal responsibility – that of appealing to those voters who consider themselves conservative on debt and deficit issues. At this present time, whether the Labour party likes it or not, that means three quarters of the British public. The second is that it may be appropriate to break campaign promises, or to go directly against the ideological grain of a party’s thought, because of changing political circumstances.

The villains in the Clinton struggle for his 1993 budget were militant Republicans and in particular Senator Bob Dole and Speaker of the House Newt Gringrich. The US people never forgot their intransigence, including the shutting down of the federal government  in 1995, and duly gave Dole a kicking in the 1996 presidential election and rewarded Gringrich with a mere 14% of the vote in the Republican primaries some seventeen years later.

The Labour leader needs to at long last detail a clear line on the deficit in his conference speech. The early days that ushered in the New Year where Miliband, with his Shadow Chancellor Ed Balls, sketched out a position of fiscal realism seem worryingly long ago.

Miliband has a choice. He can continue the fantasy that a new Labour government would return to the spending levels seen in the boom of the 2000s. Or he can accept, as Clinton did, the political and economic reality in which he now operates in.

Clinton didn’t become president to cut the deficit; but he realised it was a means to an end to achieve the political ambitions he held for himself, his party and his country.

Wanted: a Labour government with a Tory PM

“Poll gives Labour lead of 15 points over Tories” thundered the front page of the Times. The only reliability about polls is that they are inherently unreliable. But here was tangible evidence, at the first glance, that the voters are seriously thinking about putting Ed Miliband in Downing Street – and with a thumping majority at that.

But dig a little deeper and the poll unearths some visibly disheartening results for the Labour leader. The Labour party might be a full fifteen points ahead of those dastardly Tories, but its leader remains a detriment to the ticket.

The poll, and subsequent polls at that, finds a clear and rising majority of the great British people who would prefer David Cameron in Downing Street over the Labour leader. When forced to choose between the two leaders, 31 per cent want Miliband to replace Cameron. However, a rather eye-watering 60 per cent want Cameron to stay in Downing Street and, particularly painfully for Miliband, the other 37 per cent say they are dissatisfied with the job the prime minister is doing, but still prefer him to Miliband.

Miliband’s personal ratings are dire. There truly is no way to skirt round this issue any longer.

The top five “qualities” listed for Ed Miliband were given as: “out of his depth”, then “weak”, “out of touch” and “indecisive”. The fifth most chosen attribute was “weird”. If those are his qualities, the list of his weaknesses must be frightful. It will be interesting to see how the much-fabled, and oft quoted, “party strategists” smooth out this manifest concerns.

The ironic conclusion is that, as John Rentoul pointed out from his eagle-eyed perch, the British public want a Labour government, but with a Conservative prime minister. It’s easy to see why. British politics has a sweet spot. It is found by combining fiscal conservatism with a tough stance on law and order and a programme of public service reform. It’s Labour compassion with Tory toughness.

Election after election, though with notable anomalies, the electorate seeks out the party that comes closest to a combination of Conservative stolidity and Labour compassion. In 1997 and 2001, Labour got it right. In 2010 neither party convinced the people they were in the right place, so the electorate conceived a coalition as if to remind the political classes just who is in charge.

Labour must overcome its innate conservatism and keep on modernising

Settling into the settee at the Labour leader’s house in Frognal Gardens, Hampstead, in the aftermath of a disastrous general election defeat, the friends mused about the future of their party.

There was little or no concrete thread to the discussions that flowed that night, though clause IV and changes to the party name were indeed discussed, amongst many more beside.

The Labour leader privately rejected most of the more radical suggestions, but was convinced yet further that Labour needed to adapt. The only action agreed was that a member present would put the thoughts expressed down on paper and duly, on the Sunday following the defeat, an article appeared.

The piece created a furore. The party should abandon its historic commitment to nationalisation, rebrand its image beyond its working class base and should consider changing its name to “Labour and Radical” or “Labour and Reform”. However, this was not a cosy bunch of Blairites writing abstract policy pamphlets in the 1990s, but the triumvirate surrounding Hugh Gaitskell, the then Labour leader, in 1959.

Gaitskell recognised that the party was creeping towards irrelevance as a political force. The high tide of Labourism had seemly passed with the Attlee governments of 1945-51; inertia, infighting and tradition had taken hold of the party. Gaitskell saw the manifest dangers in refusing to change the party, which could lead to electoral disaster, if not outright extinction.

The day after polling Gaitskell privately remarked to Richard Crossman, a prominent socialist intellectual and former editor of the New Statesman, that another defeat would be final for the Labour party. The inevitability of Labour’s decline began to be predicted.

Four decades before the emergence of the personnel most synonymous with the revival and modernisation of the Labour party, Gaitskell and his cohorts first recognised that modernisation had to be front and centre – and accelerated. They openly recognised what has, truth be told, been at the heart of Labour since its formation – its innate conservatism.

This is most vividly illustrated by Philip Gould, the seminal Labour pollster, in his work “The Unfinished Revolution” which charts his involvement, and struggles with, Labour from the mid-1980s to his untimely death.

Gould describes, in quite the most excruciating detail, how Labour had abandoned the very people it had formed to represent. The Conservatives, he argued, dominated the last century because they continually modernised – whilst Labour did not. In their brutal lust for power the British Conservatives had become the most successful political force in the democratic world. This highlights the central paradox of British politics; namely, the party of conservatism held power for much of the twentieth century because of its ceaseless modernisation.

The party of supposed radicalism succumbed to its conservatism, surely no more exemplified then the deification of clause IV, originally written in 1892, and was thus systematically overlooked at the ballot box by the British electorate.

Gould details how the party’s conservatism dragged the party to the brink. The party became intrinsically, and violently, resistant to change. This conservatism is the ultimate explanation for Labour’s failure to dominate the British political landscape.

The myriad of failures of the Labour governments of the 1960s and 1970s was due in large measure to the party’s inability, or unwillingness, to modernise the party. But the ultimate encapsulation was the 1980s, which Gould chillingly describes:

“To millions of voters Labour became a shiver in the fear of the night, some unsafe, buried deep in the psyche, not just for the 1983 election campaign or the period immediately afterwards but for years to come.. Labour looked downwards; ‘Clawing back; turning the clock back; for Militant; anti-home ownership; strife; strikes; inflation. Not for me.’”

Gould, like Gaitskell, would spend his political life attempting to forge a new consensus in the Labour party; one of unremitting modernisation.

In his opening speech as Labour leader, Ed Miliband declared that “the era of New Labour has passed”. This is self evident. If his first conference speech was one of surprise, his second was a seminar. For the third, we need sustenance. But whatever words tumble from the leader’s podium in Manchester, Miliband cannot, and must not, reach for the party’s comfort in conservatism. The modernising zeal that Gaitskell started, and Gould sculpted, Miliband must now strive for.

The two Ed’s don’t get on? Good.

The psychodrama returns. A brooding, man of Brown, the shadow chancellor has taken against the young upstart Labour leader. Beadily eyeing what should be his, he uses secrecy, intellect and sheer aggression to domineer over his colleagues and undermine the leader he so clearly has scant respect for. Tentatively reported at the weekend, but now repeated as fact, the hierarchy of the Labour party is once again locked in a totemic struggle. Ed Miliband and Balls are said to be in the early skirmishes of something the Labour party has historically excelled at: vicious internal warfare.

We have, of course, been here before. Comparisons with the machinations that so undermined Labour’s thirteen years are inevitable. That the new cast are the support acts from the previous scene make the comparisons that much easier. Ed Balls displays a startling resemblance to the man he once so slavishly served. He is Gordon Brown’s man and Gordon is his man. Much of the words used by those oft-quoted “senior Labour party figures” are scarily similar to Brown; “high maintenance”, “secretive” and “domineering” to name just a few of the more praiseworthy adjectives.

It is, though, easy to admire his intellect, his work load, his ability to once organise a famously disorganised chancellor and, most recently, his uncanny knack of visibly infuriating the prime minister. But most of all he is a direct and influential. He has taken the eminently sensible step of vetoing shadow cabinet members committing to future spending plans.

For once the Brownite trait of an iron grip is to be praised wholeheartedly – Balls knows that the public retain a deep suspicion that the Labour party only knows how to govern by spending a grotesque level of money that simply isn’t there.

Not unsurprisingly, though, he is struggling to come to terms with the arrangements that now find him bequeathing his position to a man he long regarded as his junior.

But he is not stupid; he knows that to destabilise Miliband to such an extent that outright election victory is jeopardised will destroy him and deny him the position he so craves – to be a Labour chancellor.

His ambition can surely soar no higher. He tested his leadership credentials in 2010 and was roundly routed.

The accusations laid so heavily at Ed Balls’ door are the exact opposite directed to Miliband. Meek, insecure, deferential – it could be suggested that Miliband needs some balls.

The Cameron project has stalled

The Cameron project is now in major crisis. When a smooth talking, young Conservative leader burst on to the British political since in late 2005 he talked a new language for the new Conservatives. The project had a clear-cut logic and sensibility.

After three election defeats the Conservatives could no longer content itself in its own obsessions, talking to nobody but itself and lecturing us on tax, immigration, law and order and Europe when most sane members of the British public had long since given up listening.

The approach drew unapologetically from New Labour. Cameron, for his many faults, was one of the few Conservatives who clearly understood that the Tory brand had become the central problem and that it had to be detoxified. Then, and only then, could the whole edifice be modernised, renewed and the long, slow reconnection with the voters begun. This is what led to Cameron’s most memorable moments in opposition.

The original appeal of Cameron’s leadership was that he would break with his party’s past. He was emphatically not a traditional conservative. So a party that was neither socially liberal, green nor redistributionist was forced to lump Cameron “hugging a hoody”, having photographs with huskies and engaging in wild talk about “sharing the proceeds of growth”.

It was all part of his bitter struggle to rid the “nasty party” image that he, and the public, so disliked. The trouble is, unlike New Labour, the game failed miserably for Cameron at the last general election. His party only managed to defeat Gordon Brown’s policy-less, self-obsessed, exhausted and divided administration by a mere 48 seats.
