Osborne’s new austerity will force local government beyond breaking point

December the 12th is one of my favourite days of the year: I attend the pensioner Christmas party in my ward. It’s an opportunity to mark the contribution that many of our senior citizens have made to Tameside in Greater Manchester. It also gives people the chance to celebrate and socialise with other Tameside pensioners.

With further austerity measures being levelled on local government over the next few years, I fear for the future of events like these, and services that residents have taken for granted.

£142 million will have been taken from our budget by 2017, we are currently consulting on the £38 million of cuts imposed upon our borough over the next two years, and we are now at a tipping point. Put simply, with half of our budget taken away we simply cannot fund the same level of services, and our workforce has halved so far. We are beyond the approach of doing more for less, despite a hardworking, innovative and dedicated workforce.

As the 980 residents that have taken part in our budget consultation will know, nearly two thirds of our budget is spent on safeguarding the very young and the very old. These services are statutory, laid down in law by parliament. With no additional resources put into these services our ability to provide for our most vulnerable citizens will come into question.

While any funding ring-fenced for the NHS is welcome(a one-off figure of £2 billion , not year on year) a more holistic approach to public sector funding is needed. If you cut our budget by £142 million, high spend areas such as Adult Services are not immune from this and the pressure on NHS resources goes up. It is both morally and economically sensible to integrate these budgets, the emphasis must be on early help in the home and community.

Enough really is enough. If the Chancellor genuinely believed “we are all in these challenging financial times together”, he would have responded to the cross party call for a fair approach to local government finances and deliver an even bolder approach to devolution.

The rise of UKIP is a symptom of Westminster’s failure. Now is the time for our great cities to halt the country’s political decline

Immigration has become an electoral and symbolic issue, not because Brits are less tolerant of foreigners, but because immigration highlights the growing gulf in experience between Westminster politicians and communities across the country. Trying to out-UKIP UKIP is therefore not the answer.

YouGov’s poll for the Sunday Times earlier this month found that, when people are asked which political leader they trust most on immigration, 26% said “none of them” and a further 13% said “don’t know”. Nigel Farage was considered twice as trust worthy as Labour, but even he could only equal “none of them.” But this challenge does not end at immigration. 40% of respondents said they don’t trust any of the party leaders, on anything at all. As Peter Kellner wrote in June, voters are simply unwilling to believe what the political classes tell us.

How can we understand and halt this decline? When a parent tells you what to do, it might be frustrating but often there will be a niggling feeling that they know what they are talking about. When a successful boss tells you to do something seemingly inexplicable, you instinctively know they have a point. Why? Because of shared experience. They have been there. But, it seems that when a government minister speaks, there is little trust. Why? Because of a lack of shared experience.

From the EU to skills, the environment, immigration and the economy, what national politicians are saying seems less and less grounded in anything socially or economically tangible to our everyday lives, and it is not in Ed Miliband’s or David Cameron’s gift to fix this. This isn’t a failure of speech writers, charisma or the traditional skills of the Westminster class, but a result of the collapse of social, cultural and economic structures which used to connect us to each other and connect our politicians to us. It is a lack of shared experience.

This gap is growing, which is a major problem for our democracy and for getting anything done. Only by reconnecting communities and political leadership can we tackle challenge and, to do this, we need our city regions and communities to take the lead. In a world where traditional class definitions mean less and less, our cities and regions – built on businesses, communities, politicians and more – are the closest spaces of decision-making to our everyday lives. By working together in our regions, we can therefore build on our shared experiences, shifting the debate on immigration, and numerous other intangible long-term issues, away from homogenous headline numbers, and towards credible solutions built on aspiration and investment.

What we need to hear from Ed

Given the tumultuous events in Scotland, Ed Miliband can be forgiven if he’s already ripped-up several drafts of his leader’s speech as he still works out how to respond. But putting that to one side, what is today about? What do we need to hear from Ed and what should he be looking to get out of his annual address to his party?

Ed needs to galvanise the Labour tribe. After all, that is technically why we are all here this week. Yet there’s a flat feeling to this conference. While many express cautious optimism that Labour will win next May, the next conversation comes with predictions of electoral doom, as Lib Dem floaters return home and Cameron rallies. Ed needs to convey, if not vision, then optimism about next year and transmit a sense of confidence that his troops can buy into.

He needs to transcend the party and speak to the electorate at large. This is now the real purpose of a leader’s conference speech. For one day a year, the spotlight falls on the Labour leader, who is given an opportunity to try and set the political agenda, and, even more importantly, show us what kind of person he is. Dog breeders would call it temperament. And while you can train yourself to recite a speech without notes, (a skill that’s frankly lost on a television audience) being likeable and spontaneous is a tad more difficult. But that’s what most non-committed voters will be looking for. This conference, the last before the general election, is, essentially, a job interview for becoming prime minister. So no pressure then.

Show Labour gets the need for further devolution. Calling for a constitutional convention – hitherto Labour’s response to the Scottish devolution result and demands for similar moves for England – is all very well, but it lacks urgency. Ed needs to use his speech to set out the principles that will inform his approach in coming months. Positioning Labour against the ridiculous idea of an English parliament is a start, but Ed needs to go further today and set out the conceptual framework for how power is devolved in England. If he doesn’t, he risks letting Cameron frame the agenda in his conference speech. So is it regions, city regions, strengthened local government or something else?

Do something to address the issue around leadership and economic credibility. Although the party maintains a steady opinion poll lead, the deficits the party continues to run on leadership and economic credibility makes many nervous that the headline poll lead will hold water the closer we get to next May. Let’s be clear: this is a legacy that anyone leading the Labour party would face, but it is, ultimately, Ed Miliband’s problem to fix. And, to put it bluntly, nowhere near enough has been done over the last four years. No-one in their heart of hearts will truly believe the party is set to win next year until these gaps narrow. The questions for #Lab14

In 2010, Ed Miliband won the Labour leadership and started talking about the squeezed middle. The following year he gave us producers and predators. 2012 was the year of One Nation Labour. And last year the energy price freeze was the big thing.

Party conferences, as Kierkegaard might have understood, must be lived forwards but only understood backwards. There are various questions to reflect upon as we think how we might come to look back on this year’s conference:

Will Labour’s line on a constitutional convention hold?

“The vow” jointly made by David Cameron, Nick Clegg and Ed Miliband poses questions for Labour. The issues are whether the powers promised to Scotland will be granted and what the implications for the rest of the UK will be if they are. Cameron is clear that Scotland can have these powers but they will need to be accompanied by balancing reforms elsewhere, in particular provisions to ensure that MPs for non-English seats cannot vote on matters only impacting England.

Tom Freeman has explained why English votes on English laws could be destructive of good government and potentially even the UK. He’s also proposed what appears a sensible solution, which responds to concerns raised outside of Scotland by “the vow”, while avoiding the problems associated with English votes on English laws.

Freeman’s solution is not yet Labour’s solution. Labour doesn’t yet have a solution. Labour proposes a constitutional convention to find a solution. Such a slow paced approach is consistent with the preference of Vernon Bogdanor, Cameron’s ex university tutor, for not rushing. It’s not clear, though, that those outside of Scotland will have the patience for this.

Many have seen “the vow” and want to know how their rights and interests can be reconciled with it. Labour can’t tell them. Cameron can. With a response that creates the dangers Freeman flags. If Labour wants our line on a constitutional convention to hold, we might want to stop talking about “two classes of MP”, which we’ve had since 1999, and start talking in the terms of the problems Freeman describes.

How to play the A-Team away from Westminster more often ?

Keeping the UK together was arguably Gordon Brown’s finest honour. Jim Murphy also emerges enhanced. If they’d left the fight to Labour MSPs, Yes might well have won. Alex Salmond was given over a decade to dismantle the B-Team that Labour kept fielding in Scotland. We would be foolish if we think that we can allow Salmond’s successor the same easy ride.

If Labour’s serious about devolution, why not enshrine the commitment in a new Clause Four?

It’s quite feasible that the Scottish independence referendum may be seen, in time, as merely a prelude to a much bigger reconfiguration where power sits and how it is used in Britain. For now, at least, the battle is on to grab the commanding heights of the debate about how we devolve power from Westminster and Whitehall to English localities.

Yet, the pursuit of English devolution, or localism, (or whatever we’re calling it these days) does not fit neatly on either the right or left of British politics. Both parties have had their moments. Labour introduced regional development agencies and planning strategies while the Tories have given councils more economic freedom through their city deals.

Equally, both have black marks against them. The last Labour government loved its top-down targets, while the Tories have always been happiest governing from the centre, stripping councils of their powers (particularly with the introduction of compulsory competitive tendering in the 1980s) and even going as far as abolishing the Greater London Council.

For Labour to fend off siren calls for an English Parliament, Ed Miliband needs to embrace devolution from first principles, accepting that in future the centre should not be able to dictate to local and devolved authorities and this may, in turn, lead to postcode lotteries in service provision.

Yet, the very thought of not being able to use the machinery of the state to drive micro-outcomes offends the Fabianist impulses of many Labour politicians. After all, it was Labour minister Douglas Jay who remarked that “the gentleman in Whitehall is usually right”.

Its twenty years ago since Tony Blair stood before the Labour party conference and signalled his intention to rewrite Labour’s constitution to “say what we mean and mean what we say.” Ed Miliband needs to do something similar this week. He could use his leader’s speech on Tuesday to make the case that Labour ‘s default impulse is now to devolve power from the centre to the lowest practicable level.

The revised version of Clause Four that was finally agreed by the party in 1995 pledged to create a society where “…power, wealth and opportunity are in the hands of the many, not the few”. Miliband could propose an alteration, committing his government to building a country where:

“…wealth and opportunity are in the hands of the many, not the few, and where power is exercised at the lowest possible level at all times.”

A political race is now on to make sense of our lopsided devolution settlement and symbolism matters. If Labour is serious about winning it, then, once again, it needs to say what it means and mean what it says.

Labour now has big questions to answer

The Scottish referendum is the most tumultuous event in British politics in my lifetime. Writing on Labour Uncut in February, I anticipated that Scotland would stay together but potentially on bitter and cantankerous terms. What I didn’t see until much later was that Yes victory would seem a distinct possibility and that bitterness and rancour would spill from Scotland into the rest of the UK.

Kevin Meagher has catalogued on Uncut the failing of Better Together. The factor that he sees as common to all of these failings is that Westminster leaders “seriously underestimated the prospect of independence”. In so doing, these leaders also underestimated how profoundly they are mistrusted and how deeply angry many are. This frustration is so intense that many were prepared to take the gamble of UK breakup. Such a step would certainly have been a leap into the unknown but many calculated that this was the best option because the likelihood of anything worse than the status quo was minimal.

This calculus, in my view, was faulty. UK breakup would reduce the Scottish tax base and capacity to raise finance on money markets. Both of which would have increased pressure for public service cuts in Scotland, which many voting Yes thought they were voting against. All those who value well resourced public services, including all Labour party members, should be relieved that UK breakup has been averted.

But this certainly does not spell the end of Labour’s challenges. Broadly speaking, these now take two forms: cultural and constitutional. The cultural challenges are involved with the anger and mistrust that both Yes and UKIP have fed on, while the constitutional are concerned with resolving the west Lothian question in the context that now exists following “the vow” of additional powers for Scotland jointly made by David Cameron, Nick Clegg and Ed Miliband.

Yes and UKIP both have an appeal to some sections of traditional Labour support, particularly the disenfranchised working class. “UKIP is tearing off this section of the electorate”, Matthew Goodwin recently argued, “creating a fundamental divide in British politics between those with the skills, education and resources to adapt, and those who have little and feel intensely angry.” When we dissect why Yes won Glasgow, Scotland’s most working class city, I expect we’ll find similar voters to those that UKIP appeal to being decisive.

Yes was high on energy and short on detail. Nigel Farage has comparable energy. He was up early this morning posting letters to Scottish MPs asking them to not vote on English matters. He will be looking forward to getting his bandwagon into fifth gear in Clacton, seeking to trade on both English grievance at the strongly asymmetric devolution created by “the vow” and the anti-politics mood. Yes also benefitted from this mood, precipitating “the vow”, but Farage will now seek to augment his long-standing antipathy to the leading UK parties with the charge that they are a conspiracy against the English.

Gordon Brown is wrong. We need to scrap Barnett and allocate funding based on need

There is no West Lothian Question. The Parliament of the United Kingdom reserves the right to legislate supremely in any policy area for any part of the country. It never need do so and the point would still stand, since what matters is purely that it has that power in principle, which no one disputes that it has.

The grievance of England, and especially of Northern and Western England, concerns cold, hard cash. What, then, of those who bellow for an English Parliament to bartenders who cannot follow everyone else and leave the room? They fall into two categories. There are the Home Counties Home Rulers. And there are those wishing to live under the Raj of the Home Counties Home Rulers.

On the one hand are those from the South East, Essex, Hertfordshire and Bedfordshire. Their definition of England is the South East, Essex, Hertfordshire and Bedfordshire, or at least a certain idea of that area. Give them something for that, and they would be perfectly happy, at least until the votes started to be tallied up. Everyone gets a vote. Even the people whom they have bawled out.

On the other hand are those from everywhere else. Their definition of England is also the South East, Essex, Hertfordshire and Bedfordshire, or at least a certain idea of that area. Although they are often professionally “local” to elsewhere, especially in Yorkshire but also in pockets of other parts of the country, the basis of their political position has always been that they were a cut above their neighbours.

That made them Conservatives until recently, and it increasingly makes them UKIP supporters. That is who the UKIP supporters in the North and elsewhere are. They were never Labour. That is also the context for the fact that there has been a UKIP MEP in Wales for some years and that there is now a UKIP MEP in Scotland, too.

They may never have elected an MP or even a councillor in their lives, or they may live in the only ward or constituency for miles around where their votes ever elected anyone. But enough MPs were returned from elsewhere to make the Margaret Thatcher Prime Minister. That suited them down to the ground.

Quite wrongly, since it would be run by Labour as often as not, they see an English Parliament in the same terms. Their more numerous and concentrated brethren elsewhere would deliver them from the rule of their neighbours. It is very funny indeed that those brethren think that they are those neighbours.

In 1993, 66 Labour MPs voted against Maastricht, far more than the number of Conservatives who did so. Yet there were far more Conservative than Labour MPs at the time. Of those 66, at least three campaigned for a Yes vote in the Scottish independence referendum, including that campaign’s chairman, Dennis Canavan.

While it is true that several of those from Wales went on to be among the strongest opponents of devolution, the 66 also included the late John McWilliam, one of the first campaigners for a North East regional assembly.

Sofa government has ended in Scotland. This needs to happen in the rest of the UK

“When this is over, I am not going back to my sofa,” said a working class grandmother, who’d never previously been politically active, of the Scottish referendum. She made this remark to Robin McAlpine of Common Weal – “a vision of what Scotland can be if it rejects the failed Me-First politics that left us all in second place and instead builds a politics that puts All Of Us First” – and he reported it to BBC Radio 4 last week. The legacy of the referendum campaign, irrespective of its outcome, observed McAlpine, is the widespread popular desire for “a politics that involves us and which we get involved in”.

The latest polling gives Better Together a 13 percent lead. While the pro-independence grandmother got active because the referendum was “too important to the future of her grandchildren”, it seems to be moving toward the outcome that she opposes. Nonetheless, the Conservatives, Labour and the Liberal Democrats are now all committed to additional powers for the Scottish Executive and Parliament. Scotland seems likely to say “no thanks” but the consensus between the political parties means that such an outcome will lead to some form of “devo-max“.

As grandmothers refuse to return to their sofas, more power will be brought closer to them within a new devolution settlement. Which is why Neal Ascherson seems justified in concluding in the current edition of Prospect that “whichever way the referendum vote goes on that Thursday in September, Scotland on the Friday morning will already be living in some form of independence”.

I have worried that post-referendum Scotland will be a fractious place, with festering grievances and bridges to be built. This might be part of the picture. But the whole picture may well contain positives: a highly engaged electorate with new powers to shape their future.

Neil Kinnock in his own words: On devolution, #indyref and Welsh independence

In the second part of my interview with Neil Kinnock a great many issues were discussed, indeed far too many to go into detail here on Uncut. I have therefore tried my best to distil things down to bit-sized paragraphs whilst keeping an eye on the matters that I feel may be of particular interest to Uncut readers.

On devolution and independence:

“JR: I must quote from Martin Westlake’s ‘Kinnock, The Biography‘ where the author states, ‘From the beginning, Kinnock opposed these moves to devolution with a vehemence hard to appreciate today.’ Do you still hold this view?

NK: I was against a form of devolution, not devolution in itself. No democrat can be against de-centralisation, it’s just that we made a bloody mess of it back in the 70’s.

We’ve got it and we’ve got to make it work. But it still begs the question that we had always anticipated back in the 70’s, in Whitehall and Westminster as well as Wales, and I repeat it without fear but with realism : There is or can be, a government that owes nothing politically to Wales or Scotland or a party, say UKIP or elements in the Conservative party, that can impress English voters with the slogan ‘If we didn’t spend so much, certainly more than we gain, from Wales and Scotland, we would have billions to renovate Yorkshire, the Midlands, Merseyside, Inner London, wherever.’

Now, this is one unresolved question and it will continue to be until we have a great deal more force and growth in the economy, where Wales is concerned anyway. This is the real danger implicit in the potential for antagonism, especially when you get a combination of ant-Conservative governments, be it in Wales or Scotland, and governments that are anti-Welsh, or politically dismissive about Wales, in London.

They might not be overtly anti-Welsh or Scottish but a government dominated by ‘do we really need them? Politically they’re a bloody nuisance to us; they are a constant drain on public resources, we can get votes by saying, ‘well, if you want to go off by yourselves, you do just that,’ especially if they nominally accept the monarchy.

There is no case for independence – for secession – in Scotland and the same can be said for Wales It’s just plain daft. We live in the permanent era of globalisation, where size does count. We must be effectively engaged in the European Union because this is the way the world is heading, and the same argument applies to sustaining the UK.

To come back to Wales, if you get an almost permanent drudgery of insecurity, low economic advantage, low incomes, a sense of exclusion socially, it’s not difficult for a populist to say ‘we have never accepted this government in London; let’s elect our own government; let’s accept that our own poverty may be marginally deeper, though not that you’d notice, and make the break.’

I’m not saying this is probable or anything so defeatist. I’m saying that it’s not impossible that the argument can be postulated and get some support if there’s a sense that, in the centre in London, at the core of power, there’s not much enthusiasm for retaining the union, particularly if the message got through that a Conservative government owes Wales nothing politically, in other words, ‘you go off if you want to, you’ll save us a lot of money.’

JR: You must accept that a vibrant and flourishing democracy demands change. We’ve had 90 odd years of Welsh Labour in Wales, this cannot be a good thing, surely?

NK: Yes it does. I agree. The function of an effective politician, especially on the left, is be  ahead of the curve, what we’ve got to do is respect the past, make the present better and design and build for the future.

JR: Yes, but that isn’t quite answering my question. You must know that Wales is now run by a Welsh speaking elite, intent on an undemocratic and unaccountable Welshification process, regardless of what the majority in Wales want.”

Devolving £20bn is a big deal. Is Labour sure local councils can handle it? Really?

Implicit in Ed Miliband’s big devolution speech today was a very, very large assumption.

When he promised that a Labour government would devolve £20bn of funding to partnerships of local authorities in the English regions, the Labour leader was assuming that local authorities are the best vehicles to distribute and administer the new funds.

This is far from proven.

It’s notable that the speech was made in Birmingham and marks the interim stage in Lord Adonis’ growth review. 

The track record of Birmingham council in typifies the sorts of problems that can occur when regional revival is left to traditional local authorities. Here’s none other than Lord Adonis on the subject, from earlier in this parliament,

“Let me give you my frank opinion, as one who has dealt with Birmingham City Council a good deal in recent years. The city needs to raise its game significantly in terms of leadership, performance and strategy…the city council has had…Weak strategic leadership alongside average (at best) improvement in the public services under its direct control.

Take education, which I know only too well from constant interaction with the city council…promoting reform to secondary education in the city has been like pulling teeth.”

Lord Adonis made these comments in a speech to the Lunar Society in March 2011, as Birmingham was preparing for a referendum on whether to move to a Mayoral system of local government.

Although the referendum was lost, the points made by Lord Adonis in favour of reforming the current system of local government still stand; all the more so if Labour is considering devolving such substantial amounts of funding to groups of local authorities.
