Ten hard truths for Labour

Following Tristram Hunt’s call for “a summer of hard truths” Labour Uncut is running a short series laying them out. Here’s Kevin Meagher with his top ten.

1. Fundraising must be the next leader’s top priority. The party is broke and its funding base in the affiliated trade unions looks increasingly precarious. Miliband hated raising money and avoided doing so. The next leader will find it occupies more of their time than anything else. That’s if they’re serious about running a political party.

2. Manage effectively. No-one in politics can line-manage. They really can’t. Decisions are subject to constant change because competing courtiers love sticking their oar in. And no-one takes responsibility for things because no-one wants to be left holding a problem when the music stops. (That’s why the “Edstone” passed through ten planning meetings without anyone pointing out how mental it was). And because virtually no-one in politics has ever worked anywhere else, they think this dysfunctional way of operating is normal. Blair, Brown and Miliband were all hopeless managers in their own ways. The next leader needs to learn to delegate and performance-manage his or her team. Let the general-secretary run the party machine and if they’re crap, sack them. Oh, and stop hiring inexperienced kids for important roles that they then guff up. Radical idea: advertise key jobs and hire the best applicants.

3. Avoid expensive US consultants. The hero worship of US politics by seemingly everyone who works for the party is actually closer to a creepy infatuation. Its staggering no-one on the NEC had the decency to demand that “Obama guru” David Axelrod repay the £300,000 he was paid for contributing nothing of value to the election campaign he was supposed to be masterminding. It could have funded another dozen organisers on the ground. (Members should remember this and take it out on the dozy NEC reps responsible for agreeing to hire him). For future reference, the party has enough talent and experience to run its own campaigns and doesn’t need any more Yank snake oil salesmen. (more…)

Labour seeks divine inspiration for new funds

Labour’s belated appointment of a commercial director finally completes the new senior management team. Given the parlous state of the party finances, this is perhaps the most important appointment of all.

Broadening Labour’s donor base to attract corporate funds is essential not just to tackle the party’s debt, but to deepen Labour’s ties with business. Last year in 2011, total donations from individuals, companies and limited liability partnerships to the party were just £1.2m – 6% of total income of £19,316,555.

It’s a tough challenge and into this breach has stepped John McCaffrey.  His track record in raising funds is exemplary: several millions of pounds secured over the past few years. For a role such as fundraising, it is the only metric that counts.

But McCaffrey is in one sense a novel appointment. The official Labour press statement seems straightforward enough,

“John McCaffrey is a leading international fundraiser with years of experience which will be of enormous benefit to the Party. He has worked widely raising very substantial funds across the education, arts and museums sector in the UK and the US.”

But it doesn’t highlight a key element of McCaffrey’s CV.

In the past, Labour’s money men have been sympathetic businessmen, happy to tap their network of contacts. Lord Levy was a case study, and David Cameron’s Eton contemporary, Andrew Feldman, performs a similar role for the Tories.

In contrast, McCaffrey’s background is the church. The Catholic Church to be specific. He has personally raised gargantuan amounts for Catholic causes including $5m in 2006 towards the renovation of the Pauline chapel in the Vatican which has two of Michelangelo’s final frescos and £6.5m towards the cost of the papal visit to Britain in 2010.

Rule 4: Recruit the right support team

Voters pick leaders as much as parties or policies. And what turns an opposition leader into a prime-minister-in-waiting is no accident.

This process has been completed seven times since the war. Although the politics of the moment have varied, and the individual matters enormously, there are still some common features to each successful transformation.

First, recruiting the right support team. Second, demonstrating leadership in the party. And third, showcasing the biography so voters understand their future leader.

Ensuring these three elements are in place will not overturn natural disadvantages if the leader isn’t up to the job, but they will help maximise the chances of success.

So much of the focus in defining a leader is on the individual, it’s easy to overlook the importance of their back office team.

So easy that opposition leaders themselves frequently miss it. (more…)

A mounting in-tray will curtail Ed’s summer fun

The annual summer wind-down beckons. Westminster rises for the summer recess this week and MPs will pack up their troubles along with their metaphorical buckets and spades and disperse for sunnier climbs. The silly season begins and through the haze of August, the party conferences loom.

After hitting his stride over the past few weeks with more assured parliamentary performances and some genuine speed and boldness in response to the hacking scandal, Ed Miliband at last has wind in his sails.

But it is not all plain sailing for him. A pile of knotty party management problems is accumulating which needs his careful attention.

First up is the selection of a new Labour general secretary to succeed Ray Collins. This is a pivotal appointment for him (well, technically the national executive). Ed needs a figure capable of energising the party, but also someone long enough in the tooth to know what the party can and cannot deliver for him. The choice is down to a respected insider, current deputy Chris Lennie, and a well-regarded outsider, the GMB’s political officer Iain McNicol. Today is decision day.

Then the political gets personal as Ed has to make good on his bid to scrap elections to the shadow cabinet. The parliamentary party backed his plan last week. The NEC will most likely rubber-stamp it today before a nod-through at conference in September. We can presumably expect a reshuffle thereafter. (more…)
