The government has given Labour enough rope. Corbyn’s using it

Too few people understand that the easiest way to get something done in politics is to let someone else take the credit. That’s as true for political parties as it is for individual politicians, and it holds whether you’re trying to deliver your own agenda or hobble your opponents’ plans. It should be slowly dawning on Labour that they are being given plenty of rope to hang themselves by this Conservative government – and Jeremy Corbyn seems to be quite happy to pick up the noose.

I’d cite three examples of this approach in practice.

First, it has been widely recognised that Tristram Hunt’s move to the V&A had to be explicitly approved by the government. In other words, Theresa May knew about a Labour MP’s resignation before Jeremy Corbyn did – and she was quite happy to facilitate it. If you listen carefully to Labour MPs being asked for comment on Mr Hunt’s move, it is clear the Opposition is braced to lose yet more high profile (and capable) MPs to tempting jobs outside Parliament over the coming months.

All the Tories have to do is let the Labour leadership keep hammering moderates’ morale and then give resignation-minded MPs a worthy and salary-plated parachute. Long term, this trend could pose problems for the centre-right: Conservative voices have long bemoaned the fact that public bodies are often led by people who have an active and left leaning political agenda of their own. But in the short term, it just helps roll the pitch for polling day.

There is a way back for Labour

Jeremy Corbyn’s politics were writ large in his conference speech. He called for unity, while he brandished a “new era”. He hoped for “economic success”, while promising more taxes, spending and borrowing. And he called the boundary reforms “nothing more than a cynical attempt to gerrymander the next election”, where they could be Labour’s last hope.

Is Labour in a hideous mess? Yes. Is Corbyn ascendant? Yes. Is it time to give up? No. Sensible people in the Labour party need to do three things: embrace boundary changes; take the argument to Corbyn; and pick a champion.

Bear with me – here’s my thinking on each one:

First, boundary changes. One of the few things that currently unites Labour is its consensus on opposing the reforms. This is wrong-headed and says more about the party’s own malaise than the iniquities of the system. Alarm bells should ring everywhere when politicians support a boundary review “in principle” but oppose it in practise. The longer reform is postponed, the more painful it will be – like any infection, rotten boroughs won’t get easier to heal over time.

You know Labour is down on its luck when it complains about “the right wing press”, just like you know the Tories are in trouble when they moan about “BBC bias”. In the same way, the opposition to boundary reform smacks of reaching for an excuse ahead of the next General Election, instead of doing the hard work to make an attractive offer to the voting public. Losers complain about the rules. Winners focus on the job at hand.

Civil servants might not be civil for long

In the most extraordinary fortnight for British politics, people should be forgiven if they missed an important – if fairly dry – announcement from the Cabinet Office this week. Despite being largely ignored, the announcement is a helpful reminder that Labour could still have supporters outside of Momentum, if only it got its act together.

On Tuesday, arguably the most powerful department in Whitehall announced the new Civil Service Workforce Plan to 2020. This sets out how the government wants to reform the way the Civil Service works – and so change the way that every single public service is delivered and determine the job prospects of the 440,000 people who work for the government.

The Plan includes some reforms that any shadow secretary of state who is even only half awake would presumably want to get their teeth into. For example, the number of secondments to and from the private sector, and especially large scale commercial suppliers, is likely to increase dramatically. Optimists argue this improves civil servants’ understanding of the world and allows them to bring in valuable lessons and expertise from business. Others may be concerned about the influence gained by private interests who lend their staff to policy makers.

Labour should be more divided on Europe

To abuse Boris’s analogy, the ball hasn’t even come loose from the scrum yet, but the referendum means Conservative players are already knocking lumps out of each other. In stark contrast, even as the country weighs it’s biggest and perhaps most controversial political decision in a generation, the Labour party is in one peaceful – almost soporific – voice. The Tories are making a spectacle of themselves and Labour is just, well, spectating.

Although I wouldn’t wish the Conservatives’ internecine battles on anyone, I think Labour’s unnatural unity in the referendum is much more worrying.

In days gone by, fierce message discipline and unity of purpose were conscious (and very effective) electoral tactics for Labour. It is a massive, risible, stretch to argue that the party is now applying the same deliberate approach to the EU referendum.

If senior Labour figures can chase each other down the street – in front of the cameras! – shouting “Hitler apologist”, it’s hard to believe the party has gone into the referendum determined to avoid “appearing” split. In almost every other policy area, and to an unprecedented degree, Labour MPs actively and openly criticise their own leaders – and the leadership returns the favour.

Jeremy Corbyn is both an asset and a liability for George Osborne

I have put my neck out before and predicted that Tory MPs won’t put George Osborne into the final two candidates for Conservatives to pick their leader. Jeremy Corbyn has no small part to play in this, as polls showing a Labour lead – even if rare and questionable – are enough to put the wind up Conservative MPs and make them look round for someone with more voter pull than the Chancellor.

Paradoxically, at the same time Corbyn is hurting Osborne’s medium term prospects, he is also giving him a short term boost. The suggestion that Corbyn, McDonnell, & Co could get near the levers of power is scary enough that most people would try to reduce risk wherever they can – to the advantage of the Remain side in the EU campaign.

In other words, while Labour’s polling spike last week could help bring down George Osborne in the end, it gives him a better chance of being on the winning side in June.

The three choices facing moderate Labour MPs at tomorrow’s Budget

Some people accuse Conservatives of wanting power at any cost. Having worked for the party during some of its darker days in Opposition, I can assure you that is not the case. However, most Tory MPs do understand you have to be in power to wield it.

When the Chancellor sits down after delivering tomorrow’s Budget, ambitious Labour MPs will have three choices if they want to wrestle the keys to Number 10 away from Cameron’s successor. First, they could drink the kool aid and hope against hope that Jeremy Corbyn has stumbled upon a new way of winning elections. More realistically, they will have to choose between options two and three – quietly rebelling or carefully splitting.

The rebellion option will be embodied by Rachel Reeves, Dan Jarvis, et al, who will set out their own response to the Budget, coming from a dramatically different position to Labour’s frontbench. In contrast, the splitting option has already been demonstrated by David Lammy and Andrew Adonis, who have been willing to give Corbyn a few more days’ bad headlines in return for the promise of actually getting stuff done.

Given that Andrew Adonis’s recommendations from National Infrastructure Commission will get great big lumps of real hard cash thrown behind them tomorrow, the understated rebels are going to have to do something special to persuade colleagues that they can offer a viable alternative.

Either way, the reaction to tomorrow’s statement will give us a clear sense of which Labour MPs know that you don’t have to be a Tory to want to be in Government.

Never let a good crisis go to waste. Labour’s sensible centrist MPs should seize their opportunity

They say a recession is the best time to set up in business, because if you can make it then, you know you’re onto a good thing. Smart Labour MPs should look at Jeremy Corbyn’s political downturn in the same way. It might not feel like it, but if you are a sensible centrist MP with ambitions for the top job, you now have three things in your favour…

First, you don’t have a choice. If you or someone like you doesn’t come up with a plan to make Labour electable again and soon, you face either being rejected by the voters, deselected by your party, or a decade or more of a backbench job with less power and more acrimony than you’d get as a local Councillor. You can make a successful pitch for what you believe in, or join the political dole queue.

Second, in times of crisis, merit wins through. MPs with verve are ten-a-penny in three figure majority Governments. But, like the successful entrepreneur who beats a bad market, it takes special skill and dedication to create political success out of a downhearted shambles. Even better for you (and as much as it pains me to say this given that I used to work for them), the Conservatives are divided, unloved and performing poorly – so there’s plenty to get your teeth into.

And third, if your bid to bring Labour back into the black is going to succeed, you will need to fashion the party in your image. This means forging alliances with people you like, value, respect and trust, and who will be around for long enough to help you achieve real change – so the prospect of working with a genuinely capable executive team beckons.

From an outsider’s perspective, it looks like Labour’s political contraction is already well underway. However, the right moves by the right people could stop the “recession” becoming a “depression” – in every sense of the word.

Government doubles down on boundary review proposals. Labour’s problems just got worse

Sometimes when my 4yr old gets told off, she misbehaves even more – thinking that if she’s in trouble already, she might as well go the whole hog. The government has taken the same approach in its boundary review for Parliamentary constituencies. The Cabinet Office’s newly published details show the government is not looking to compromise. Instead, it is upping the ante, in the hope that while many of its own backbenchers will be unhappy, the reforms are an even bigger problem for Labour – and one that, perversely, the Labour leadership might be quite happy to have.

The politics to the boundary changes is threefold…

First, the government is sticking with a maximum 5% variance in constituency size, above or below the average, which means a greater number of seats will change. This makes it more likely Cameron will stay on for as long as possible, so that he takes the flack for the reforms and leaves his successor to smooth ruffled Tory feathers. It’s also the reason Corbyn might welcome the review, as it lets his team get cracking with deselecting more of those pesky, voter-friendly, centrist Labour MPs.

Second, and vitally, the reforms will be based on the number of voters actually on the electoral register – not the local population. This is a major disadvantage for Labour and will be one of the government’s sweeteners for angry Conservative MPs.

And the third factor is probably the one the ‘essay crisis’ Prime Minister has paid least attention to – the government admits the boundary reforms will unbalance the cross-community representation in Westminster currently offered by Northern Irish MPs. Without knowing exactly what the new Northern Irish constituencies will look like, the government could be risking its relationship with unionists here, which is no small beer given the precarious nature of a Parliamentary majority that only just scrapes into double figures.

In the next 24 months we’ll find out whether these proposals are workable, or if the government has just consigned itself to the naughty step.

Corbyn could surprise the Tories. I should know – I am one

As a junior Parliamentary staffer working for the Tories in 2005, I drafted a Bill to raise the income tax threshold for low earners. I wanted my party to make a pitch to Labour’s traditional working class voters without compromising our principles on lower taxes. Cutting taxes for poor people seemed like a good way to do both – it was counter-intuitive and principled at the same time. Years later, a very similar measure was adopted by George Osborne and it went down pretty well.

Labour should use the same approach now. To be clear, I have no love for the Labour party and I don’t want to see it win in 2020. However, I do want there to be a realistic prospect of it winning. The Conservatives need to be kept honest and the government must be kept on its toes. To do that, Labour has to be an effective opposition and, to do that, it needs to come up with some surprising and eye-catching policies to appeal beyond the converted, without selling its soul – in other words, to be counter-intuitive and principled. Here’s what I suggest…

For starters, John McDonnell should stop thinking about what he wishes tax and spend was like, or even what it is like right now, and instead start thinking about what the Government’s approach to tax and spend will be by 2019-20. That’s when voters will be looking at his policies in detail and seeing how they match up to reality.
