Two years, two David Camerons

Another day, another big society re-launch. The surest sign that this government is in trouble is when they wheel out the big society for another spin round the news cycle.

It was all so different just three weeks ago. Then, a confident Cameron stood next to President Obama in the rose garden at the White House. Under the Washington sun the two leaders peppered each other with lavish praise. It harked back to the mood and setting of where this government began.

Almost two years before, Cameron strode out with the Liberal Democrat leader Nick Clegg, basking in the warmth of the Downing Street rose garden. The easy rapport between the two men was as self-evident as it was the government’ initial strength.

Though their first press conference has long-since passed into Westminster legend, the political significance is not to be underestimated; Cameron had risked his career – Clegg his party.

The 12th of May will see that modest milestone pass, two years to the day that Clegg and Cameron announced the creation of Britain’s first peacetime coalition since the 1930s. Cameron, against a visibly decaying Labour party, had failed to deliver an outright Conservative majority. At his weakest he had made a “big, open and comprehensive offer” to secure a parliamentary majority, and his position as Conservative leader.

He produced a masterful political coup, not so much a coalition as a political chokehold on the Liberal Democrats. He needed them badly, but never showed it. Without them he might have stumbled on for a few months, and then risked the uncertainty of another election.

Those few days must seem like a life time ago given the past two weeks. The Budget, the funding scandal and the manufactured fuel crisis have risked destroying years of work under project Cameron.

Time for Ed and Cam to grow up on funding

The cringe inducing video of Peter Cruddas promising supper with Sam and David with comic buffoonery was still leading the news.  The nod and a wink about the promise of policy input into (something called) the number ten policy committee of course took this to another level.  At a stroke it went from being just another “cash for access story” to “cash for policy” – the real daddy of political sleaze.  Having said that, I was actually still quite optimistic on Sunday, maybe this time there would be a political deal; maybe this time our politicians will sort it out; maybe this time there would be legislation fundamentally reforming the funding of political parties?

But by Monday evening the optimism was dashed.  Once again the ugly head of tribal politics intervened.  Ed Miliband and Francis Maude stood at the respective dispatch boxes and shouted at each other.  It was horrifically depressing.  Neither of them in my view did politics any favours, despite the supportive bellowing from their respective benches behind them.  The public, to the extent that they were watching, must have thought, “WTF was that” because it certainly wasn’t edifying.

None of the parties has much to boast about here.  Each has their list of scandals involving party and MP finances.  It is all too easy to get dragged in, as I very well know. Some scandals involve people trying to personally gain while some involve mistakes, or are the result of playing within the rules but not within the spirit of them.  All though, involve a further nail in the coffin of the reputation of politics, as a sceptical public do not draw any distinction as to the motives.  I know that I certainly regret my part in the succession of stories that have damaged politics.

Now if someone decides to feather their own nest and act corruptly there is probably not much that we can do about it, but there is something that we can do to reduce the risk of other funding scandals.  Because the harsh truth is that the current system encourages the parties to push at the boundaries of the legislation passed ostensibly to clean up politics.  Just as people perfectly reasonably employ accountants to help them avoid tax, so political parties employ people to maximise the income that they can receive.  After all, why should they turn a gift horse away?  So loop holes are found and exploited.  Legal?  Yes.  Acceptable?  Certainly not to the public.

Labour needs to wake up to the threat of Nick and Dave’s very civil partnership

“If it ain’t broke, don’t fix it” remarked Bert Lance, the former Carter-era official. His homespun phrase, much emulated since he coined it in 1977, is intended to ward off the siren demand for change for change’s sake.

That very same advice now rings in the ears of Liberal Democrat ministers as they ponder what state their party will be in at the next general election. Don’t change what doesn’t need to be changed.

Frankly, as most Lib Dems must realise, it would be easier to sell the Sun in Liverpool than hold many of their marginal seats. How can their ministers hope to stay in the style to which they are undoubtedly now accustomed riding a dying horse into the 2015 election?

Let’s fast forward three years. David Cameron will surely – and reasonably – hope to win a big working majority at the next election; this is his obvious Plan A. But continuing with the coalition will be his close-run Plan B. His worst of all worlds would be to win with a small Tory majority. The last thing he wants is to be reliant on his party’s backbenches or, even worse, his rank and file, as John Major was following his general election victory twenty years ago.

For the Lib Dems – trailing in single digits in most polls – their very salvation lies in preserving the status quo. Their worst of all worlds is to see a return to binary politics with Labour and the Tories carving up British politics once again. That appears a distinct possibility with the Lib Dems now seriously looking over their shoulder as UKIP threatens to usurp them for the third party slot.

They should seek payback for holding their collective noses and backing Cameron over issues like tuition fees, austerity and NHS reform in the shape of a semi-formal electoral pact. Their candidates go into the next election with their nominal Tory opponents defending a joint record, so why not a joint ticket as well?

Cameron’s war on all fronts reaches Stalingrad

This July marks the seventieth anniversary of the start of the battle of Stalingrad, one of the key turning points of the second world war when the reckless German advance east was halted by the implacable might of the Soviet Union. Thus began the inexorable pushback to that bunker in Berlin.

David Cameron, a student of history, should take heed. He faces his own mini-Stalingrad, brought about by a combination of his ambition, hubris and receding good fortune.

But his enemy is more amorphous than the red army back in 1942. He grapples with three inter-connected problems, not one. The first is the on-going fragility of his coalition. His “formal” coalition partners, the Lib Dems, continue to flatline in the polls and desperately need to stamp their mark with policy concessions, hence their solo attempts to write the chancellor’s budget in recent days and wring concessions on the health bill yesterday.

But the prime minister’s “informal” coalition partner – his own party’s right-wing – is equally querulous. What is the point of being in power if you don’t get your own way? A theme former defence secretary Liam Fox rattled his sabre about on Sunday. Why should the Lib Dems get half the policy concessions when they only amount to a sixth of the coalition numbers, he whined. Why indeed?

These shaky foundations belie the Prime Minister’s second problem: the sheer ambition of his programme. It now seems a long time since those heady days when The Economist breathlessly talked of Cameron being “a radical force” establishing Britain as “the West’s test-tube”. That was only in August 2010, but like the German 6th Army, he is finding the reality of delivering change far harder than the promise of making it.

Is Cameron feeling vulnerable on crime?

The lead story (£) in today’s Times tells us that David Cameron is feeling stung by the accusation that his government lacks a coherent policy on crime and law and order. This accusation will be familiar to Labour Uncut readers, for example this piece last year, and more recently after the latest set of crime figures here.

Cameron’s response, we are told, is a new policy of “virtual prison” for offenders on community sentences, tagged and placed under curfew for up to 16 hours a day. But while “virtual prison” is an evocative new label, the policy itself is not new: it was announced in August.

On the inside pages, the Times home affairs expert Richard Ford does a better job of putting the story in context, reminding us that this is “yet another attempt, by yet another government”, to strengthen public confidence in alternatives to prison (similar attempts by the Brown government, for example, can be seen here and here).

The other element in today’s story is No 10’s apparent unhappiness with the Ministry of Justice, and speculation that it may be broken up – based on an article earlier in the week by the Times’ Rachel Sylvester, picked up today by ConservativeHome. Contrary to Conservative Home’s Paul Goodman, I think this is very unlikely – though we agree that “there are few less futile Whitehall activities than merging and unmerging Departments” (as I argued in relation to the plan announced earlier this week, to split up the UK Border Agency).

Structural reforms won’t do anything to help Cameron’s fundamental problem on crime and law and order, which is a lack of ideas. This was disguised temporarily by his ability to strike the right tone over the riots (as far as the majority of the public was concerned), after an initially sluggish response.

Welcome to the 2010s: the era of reactive, populist, say-anything politics

What has David Cameron done so far, which has marked him out as a prime minister? The answer is, surprisingly little, as John Rentoul observes in the Independent on Sunday: “…the Prime Minister seems unformed. He is adroit at reacting to events, but not so good at making them happen.”

But that does not mean he is unpopular (despite lots of potential reasons for this to be so), or that he will lose the next general election. It is just an example of an era, post-2010, which has seemingly been defined by a lack of seriousness of purpose on the part of the major parties.

Cameron has scored a few political successes. He has done what few would have predicted: he has put together, and held together, a coalition that has lasted nearly two years and will quite likely last five.

He has been successful, thus far, in winning public support for his eminently populist handbagging of his EU partners, although only time will tell whether he was wise to do so. He is generally felt to have had a “good war” in Libya.

But as regards defining a domestic policy direction for his government, he has relatively little to show: an austerity program, showing strength but courting unpopularity; and education reforms which are competent and probably modestly positive with the public, although mostly despised by Labour. The rest is largely either a blur, with no significant impact made, or a mess.

Now compare and contrast with his coalition partner. Clegg made a textbook populist pitch before the election, “an end to politics as usual”, before demonstrating eighteen days later, via the person of David Laws, that he represented just the opposite.

Being a junior coalition partner encourages populism, because of one’s limited impact on events and the inevitable going along with large numbers of things which you do not like. There’s not much else you can do: hence the rubbish about “alarm clock Britain”, Clegg’s desperate and probably doomed scrabbling around for a distinct identity for his party.

And lastly ­- in the order in which the media currently treat the three parties – we come to Labour. Miliband at times seems populist, but it is not in the sense that most people would recognise. And this is because his populism is mostly directed inwards, at his own party, and what they want to hear.

Whip’s Notebook

So we’re all back after our constituency week and I’m spending my time as a dutiful whip touring the tearoom, smoking room and the various other nooks and crannies hidden away in the palace of Westminster to catch up with fellow members of the Parliamentary Labour Party.

The first day back after recess always has that back to school feel and we’re all eager to swop stories of what we got up to. Talking to colleagues, I’m struck by the extent to which unemployment is affecting all our constituencies in similar ways.

Last week we learnt that unemployment, youth unemployment, over 50s unemployment all rose again across Leicester South. I’m not surprised. In recent months, I’ve found more and more people turning up at my advice surgery desperate for any guidance I can offer to help them find work. Almost every Labour MP I’ve spoken to this week tells a similar story.

And yet we have a government that is completely failing to show any grip and put in a place any strategy to deal with the unemployment crisis so many areas of the country now face. I’m well aware it’s so clichéd to remind Labour Uncut readers that Norman Lamont twenty years ago famously said “unemployment is a price worth paying” but I’ve become convinced that the government’s complete lack of action in tackling unemployment suggests that David Cameron probably harbours that attitude even he is not so gauche as to say it in the way his former boss did.

Take for example when I asked Cameron at PMQs when he had last met a young unemployed person, I was amazed he couldn’t answer. What’s more neither he nor George Osborne could tell me when they last visited a jobcentre plus office. Instead of organizing Downing Street summits on the wretched and disastrous health bill, where are the Downing Street summits on youth unemployment? Where are the meetings out in unemployment hotspots to find out what needs to be done?

The polling that explains why Andrew Lansley is safe

Dead man walking. That is one of the more polite descriptions of Andrew Lansley’s current state of political health.

His bill is an unmitigated disaster. This mish mash of compromises and quangos is trapped in the quicksand of parliamentary process, generating ever worse headlines for Lansley and the government.

Yesterday he suffered perhaps the greatest indignity to date: Simon Hughes ventilating on the right time to shift the health secretary.

Setting aside the nonsense at the heart of what the Liberal Democrat party president was saying – that Lansley should be moved only after the damage has been done when a bill that Hughes himself describes as not the one “we wanted”, has been passed – even hard Labour hearts will have felt a little sympathy for Andrew Lansley having his career dissected by Hughes at his most sanctimonious.

So the conventional wisdom is clear. Lansley is finished.

In one sense, this is right. The secretary of state for health will be moved, but then in the long run so will most of the cabinet. Where many commentators will be wrong is on timing.

For all the pressure, Andrew Lansley is still safe in his job. Yesterday’s Sunday Times YouGov poll held the key to why.

Dennis Skinner, viral YouTube sensation

The internet is a strange place.

Last year, Uncut ran a regular shadow cabinet goal of the month competition. We picked some choice shadow cabinet moments from the previous month such as clips of parliamentary performances, media interviews and press stories, and asked you to vote on the best.

At the time, the clips – which are on YouTube – initially attracted viewing numbers that typically ranged from the low hundreds to the low thousands with views declining to a trickle in the days after the Uncut piece.

Until a few months ago, that is. Without any prompting from Uncut or elsewhere, the numbers of views started to rise. A little at first. Then some more. And more again to the point where several thousand new people are now viewing these clips each week.

The most popular is this excerpt of Dennis Skinner from last July’s goal of the month hacking special, questioning David Cameron at PMQs over his meetings with News Corporation. At the time, Skinner attracted a few hundred views. As of three months ago, there had barely been any movement in this number.

But in November the invisible hand of the internet intervened.

By last night, almost 34,000 people had viewed the piece with 89 comments and figures rising at a solid 10,000 views per month.  As I wrote this piece there were 40 more views.

Cameron’s big talk on fatcat pay is just that, and nothing more

By sitting on his hands while Ed Miliband spoke for the public over Stephen Hester’s bonus, David Cameron has failed an important test over fairness at the top.

As the welfare reform bill returns to the House of Commons, Labour has an opportunity to show that we are the party best placed to deliver fairness at the bottom too.

To start at the top. The prime minister ought to be worried by the way he has allowed himself to seem out of touch and evasive on an issue that has symbolised people’s resentment of unjustified rewards for the highest paid. As an opposition leader, Cameron was adept at understanding and reflecting the public mood. He often moved swiftly on emerging issues, leaving the then Labour government struggling to catch up. Yet on banker’s bonuses he has shown both a flat foot and tin ear – failing to show leadership over the specific issue of the Royal Bank of Scotland chief executive, and refusing Labour’s call for a repeat of the bank bonus tax to get more young people into work.

Were it not for shadow business secretary Chuka Umunna revealing the element of discretion over bonus payments in the Royal Bank of Scotland chief executive’s contract, the government might still be effectively hoodwinking people by suggesting that its hands were tied. Ed made the point last week that Cameron has left himself vulnerable by talking big on the subject of excessive pay while shirking the necessary action to tackle it. The PM’s failure to speak up over the scale of rewards at the top of a troubled state-owned bank is a prime example of that; it may linger in the public’s mind.

Ed has been clear from the outset, though, that leading the way in calling for action against unfair rewards at the top must be matched by a determination to address unfairness at the bottom too. When we stood on their doorsteps at the last election, voters were unsurprisingly angry about the way irresponsible bankers had inflicted so much damage on the British economy. But while the practices of the City of London were alien to their lives, many expressed a sharper resentment at the sense that people in their own neighbourhood who could be paying their way were able to get something for nothing from the benefit system.

We forget that at our peril. The Conservative-led government is set to lock in a nationwide maximum annual benefit level of £26,000 – a figure that seems incomprehensibly high to many working families struggling on modest incomes in parts of the country with lower housing costs than the capital.

Many MPs are finding that the reaction from their constituents to the proposed benefit cap is not full throated praise that ministers are acting; rather, many working people cannot believe that the cap is being set so far above the wage level that they work their socks off to earn.

That is why shadow work and pensions secretary Liam Byrne is right to suggest independently set local variations on any benefit cap this week. Determination to confront this issue head on is a necessary part of our commitment to fairness at all levels. It is equally necessary if we wish to remain in touch with the working majority who we were elected to represent.
