Labour’s new way of selecting parliamentary candidates makes a mockery of calls for more working class MPs

Class is back on the agenda.  Bashing the posh “Eton” Tories has become popular again for many in Labour’s ranks.  Personally I think the “posh” attacks are pretty appalling.   But the Tories don’t really help themselves and I guess you could argue that they invited it with the “we’re all in it together” nonsense.  But it’s a long time since the Labour party was stuffed full of working class members or representatives.

Nope, Labour may not have quite the public school quotient of the Tories but our ranks are still drawn from a narrow pool.  We are pretty much wholly middle class and there are an awful lot of teachers and lawyers at most party meetings!  The same is true of our MP’s except that there are also a fair old number of political professionals from the ranks of trade unions and political advisors.

The party has though made some real strides over recent years in increasing the numbers of women.  There’s a way to go, but the progress is clearly good news.  And you’d think that the recent signals that the party was looking to diversify its ranks in Westminster further, by recruiting more working class MPs for instance, would be the start of further progress.  But I fear that it is in fact just hollow words that will come to nothing.

Those who really know the Labour party know that real power is in the hands of those who control the organisation.  And that means that you need to understand the rules and procedures.  Better still, mould them to your own ends.

It is why the Organisation Sub-Committee (Org Sub) of the NEC is the committee that every member of the NEC wants to be on.  And it’s why the Trade Unions fight so hard to make sure that they have plenty of reps on it and generally chair it.  You see, the Org Sub controls selections, discipline, the rule book and internal elections.  And the reality is, that it is the wording of the rules and regulations for the selection of Parliamentary candidates, approved by the Org Sub that determines whether fine words are translated into reality.

Bristol’s Labour councillors have been undermined by a blinkered NEC

A farce and an embarrassment is how I’d describe recent events in Bristol. In under a week, Labour have managed to score not one, but two own goals. All coming off the back of the election on November 15th of the city’s newly elected mayor, George Ferguson, the independent candidate.

From the moment he took office, Ferguson has called for a “rainbow coalition” to sit in his cabinet. Based on the election results, he vowed to fill it with three Labour councillors, one Tory, one Lib Dem, and one Green. A city beset by years of political squabbling and inertia was finally going to put Bristol first. Indeed, the city has felt just that little bit more upbeat, hopeful that this time things will be different; a mayor, with bite, and the power to get things done.

Well, that was the fantasy, anyway. Labour has shut the door on the chance to be a part of Ferguson’s cabinet. Last Wednesday evening, Bristol Labour party members gathered to reflect on defeat, and to look ahead to the future, where it was to decide on whether the party should accept a role with the new mayor. A vote was taken, where much to my dismay but not surprise, most members voted against entering into coalition rule. I was at this meeting and voted in favour.

The status quo in London is not an option

As the post-election dust settles, we must hope that the party is, somewhere, currently holding a quiet post-mortem, to take away the lessons for next time. There are many positives we can take away, of course: that the locals went swimmingly and so did the London Assembly. And that we held Glasgow, that vital first step in turning around the Scottish party, a task which is, in turn, a sine qua non for preserving the very Union.

However, in a post-mortem, the biggest lesson to learn – and the easiest to forget if, as in this case, things have gone well – usually comes from what went wrong, not what went right.

In this case, it’s staring us in the face: we lost the mayorals to a mediocre candidate whose party was fairly unpopular, while our London result overall was a resounding win. And what went badly wrong was not the policy offering or the party’s campaign tactics, but the Livingstone candidacy itself.

What is the long-term lesson for Labour, then? How should we be fine-tuning our London strategy? There’s no need to go through again how the election was thrown by the candidate (although, if you need one, there’s a summary here). But he is just one man, and now he is gone. So, job done, right?

Well, no. Labour’s pressing task now is to ensure this can never happen again. And, by the way, he is not gone.

The flaws at the heart of the Labour party’s reorganisation

I have decided to write something about Labour party governance.  Now wait; before you stop reading simply because you assume that any article about governance must be aimed at anoraks give me a moment as it really is an important issue.

The Labour party is governed by the National Executive Committee (NEC) who act in the same way as a board of directors or trustees do.  In other words, they are responsible for ensuring that the party manages its finances well; delivers on its primary objective of securing elected Labour representation and other subsidiary objectives like better representation of women.  And also for ensuring that the party complies with its legal responsibilities.  They also oversee, but do not direct, day-to-day operations of the party.  The day-to-day work is managed by the party’s chief executive the general secretary.

Traditionally the arrangement has not been a particularly good one in the Labour party with good governance being secondary to other political pressures.  The result was that the party became horrifically in debt and no one on the NEC seemed to notice.

The reasons for this are twofold.

Firstly the NEC itself was much more interested in politics than governance.  In other words they got elected or appointed by virtue of fighting for position or votes in internal elections on the back of taking positions politically.

They were experts in lots of things to do with politics, trade unions and so on.  But that didn’t make them experts in governance, asking the right questions, finances and the like.  Whilst other organisations could undertake a skills audit of their boards and appoint non-execs or other trustees to plug the skills gap – the NEC had elections to its various stakeholder sections.

And secondly the party management team saw it as their job to keep the NEC out of decision making.  What they didn’t know couldn’t hurt and anyway the NEC really weren’t that interested, or so the argument went.

It was just easier to set up NEC committees and structures that provided more confusion than transparency.  Plus there was always a third source of power that party managers had to worry about – the leader’s office.  The leader’s office always wanted to be in charge of everything but knew that the key to managing the weird and byzantine world of the NEC was the general secretary and their team.

Police Commissioner deadline extended as candidates start to emerge

Labour Uncut has learned that party officials have extended the deadline for applications for Labour candidates hoping to become Police and Crime Commissioners (PCCs).

Originally, potential candidates had until 17 February (last Friday) to submit applications for the 40 new roles which cover existing force areas. Now, the party is saying that it will “accept applications from interested individuals until the end of February”.

The two-week deadline extension hints at a shortage of potential candidates. One possible reason is that candidates must actually live in the force area they wish to stand in. A panel of Labour’s National Executive Committee is expected to meet in early March to begin shortlisting in each area.

The most high-profile candidate to emerge so far remains John Prescott in Humberside. Last week Labour leader Ed Miliband came close to backing him, saying he was an  “unstoppable force and I’m sure he’d be a great police commissioner.” Former Metropolitan Police Commissioner Sir Ian Blair also praised the former deputy prime minister, saying he would do an “extraordinarily good job.”

Sitting MPs hoping to become police commissioners include current Chairman of the Parliamentary Labour Party, Tony Lloyd, who is hoping to become Labour’s candidate in Greater Manchester and former Welsh First Minister, Alun Michael, who is hoping to stand in South Wales. By-elections for their Westminster seats will be triggered if either wins.

Perhaps the most closely fought contest will be in Merseyside where two former Labour ministers are set to go head-to-head. Jane Kennedy and Peter Kilfoyle, who both stood down at the last general election, will compete for the Labour nomination.

Other former Labour ministers who have announced their candidacies include Paddy Tipping, a former deputy leader of the house (Nottinghamshire) and former DWP minister James Plaskitt (Warwickshire).

In South Yorkshire, former Chief Constable Med Hughes has announced he is standing for the Labour nomination – just four months after retiring from the force. He previously claimed politicians were not “of the right calibre” to be police commissioners.

Police and crime commissioners will set strategic priorities for their force, while chief constables will lead on operational matters. Elections will be held on Thursday 15 November, the same day earmarked for elections for any city that chooses to have a directly elected mayor in May’s referendum.

Luke Akehurst reports from his first meeting of Labour’s NEC

I approached my first full NEC meeting on 30 November with some trepidation, expecting a baptism of fire.

Six and a half hours later I emerged from Labour’s 39 Victoria Street HQ feeling euphoric and more optimistic about Labour’s fightback than at any point since the “election that never was” in 2007.

I apologise now that I will not be providing a verbatim report of key debates, unlike that provided by another NEC member after the September meeting. The papers are clearly marked “confidential”, much material is financially or politically sensitive (in the sense of providing useful intel to other parties) or relates to specific individual staff or members, and colleagues have a right to make their points in confidence without seeing them broadcast.

Within those constraints, I’ll try to paint as full a picture as I can. (more…)

We must reach out: An NEC member reports from Gillingham

One of the main reasons I stood for the NEC was to try to ensure that members have a bigger voice in our policy making structures.  So, having taken up my seat after Oona’s elevation to the Lords, I was pleased that I hadn’t missed the first meeting of the National Policy Forum since conference.

I would have preferred the opportunity to have consulted members about the key topics for discussion prior to attending but, being a newcomer to the NEC, I didn’t receive my paperwork until Friday afternoon which left no meaningful opportunity for me to be able to do so.

Feeling somewhat underprepared I braved the freezing weather and headed out to Gillingham early yesterday morning.    My nerves were calmed slightly after bumping into the NEC’s Vice-Chair, Michael Cashman MEP, at Gillingham station who, even in our brief discussion, couldn’t have been more welcoming.

I had been struck by how little time was devoted in the agenda to debating policy – just two hours out of a seven hour day.  There were five workshops in all – constitutional reform, the economy, the funding of higher education, the NHS and welfare reform – with representatives invited to attend up to two.  I selected to attend the discussions on the economy and welfare reform.

The business plenary, introduced by NEC chair, Norma Stephenson, kicked off the day.  This short five minutes was devoted to the election of the NPF Chair (Peter Hain) and Vice Chairs (Affiliates; Billy Hayes, CLP & Regions; Simon Burgess, Elected Reps; Kate Green).

In his opening speech Peter said the agenda was more reflective of what representatives wanted: fewer plenary sessions and more workshops than in the past.  Peter also acknowledged that there needed to be more resources for NPF representatives (he was considering an NPF intranet on which information could be shared and policy positions discussed), and more information, and responsibility, for party members.  He announced that fellow NEC member, Ellie Reeves, had been appointed Vice Chair of the review into our policy making process, confirmed that there was no pre-set agenda for the review and that all contributions would be considered.

Next up Harriet Harman introduced Ed Miliband and spoke of the 45,803 new members who have joined the party since the general election. (more…)

Livingstone had face to face talks with Ed Miliband over Rahman

Ken Livingstone and Ed Miliband have held face to face discussions about Lutfur Rahman’s future in the Labour party, an official Labour mayoral spokesman has confirmed to Uncut.

Responding to yesterday’s Uncut story that Livingstone would push for Rahman’s readmission to the party at this month’s NEC meeting, the spokesman said, “Yes, Ed and Ken have met and discussed the issue. I’m not going to go into the details. It was a private meeting”.

The spokesman denied that Livingstone planned to raise the issue at the NEC meeting scheduled for the 30th, but refused to deny that he planned to raise it at a future date. When asked specifically if the denial meant  that Livingstone was not pushing for Rahman’s readmission at all, or simply that he did not plan to raise it on the 30th, the spokesman replied, “let me seek clarification, and I’ll get back to you”. The spokesman subsequently called back, and responded, “Ken will not be raising the issue of Lutfur Rahman at the NEC meeting on November 30”.

When asked on 5 successive occasions to confirm or deny whether Ken Livingstone wanted Lutfur Rahman readmitted to the Labour party, the spokesman responded “We’re not going to get into hypotheticals on what’s going to happen in the future to Lutfur Rahman”.

When asked if the fact Ken Livingstone had raised the issue with Ed Miliband indicated that it was significant rather than hypothetical, the spokesman responded, “That’s your interpretation”.

The spokesman added, “The reality is that the position re the NEC on the 30th is the complete reverse of the story you printed”.

Asked if that meant that Ken Livingstone had accepted Rahman’s exclusion from the Labour party, the spokesman replied, “No”.

How not to find out the NEC results, by Kirstin Hay

I arrived in Manchester ready to head down to the Labour leadership announcement with Johanna Baxter, one of the candidates for the national executive committee (NEC). There was trepidation in the air throughout the whole conference zone, everyone waiting anxiously to find out who would be the next person to lead our party. We had all known for months exactly when and how this announcement would take place. Unfortunately, this was not quite the case with the NEC results.

We turned up to conference without knowing which day they would announce the results (not that we hadn’t tried hard to find out). While we enjoyed finding out that Ed Miliband was going to lead our party, and attending the Ed Balls campaign party (Johanna and I had both been very involved in his campaign), the rest of the evening consisted of trying to gather information from national policy forum candidates and party officials (including asking the current chair of the NEC) about what the process was for announcing the results. None of which let Johanna know when her votes would be published. (more…)

Kirstin Hay says that Johanna Baxter would make the NEC more accountable

I joined the Labour party just after the general election, because I felt that I had taken a Labour government for granted, and now felt I had to fight to get one back.  I didn’t even know then that the national executive committee (NEC) existed, let alone who my representative on it was.  Odd perhaps for someone so new to politics but, given the number of internal elections taking place right now, I felt it my duty to find out how my new party operated before casting my votes.

I soon discovered that the NEC is important. It is the governing body that oversees the overall direction of the party and our policy-making process.  The six representatives in the CLP section are elected bi-annually by one member one vote and this year we have our chance to decide who will represent us.

Call me old fashioned, but I would quite like to know who is standing for election to this vital part of the party machinery.  The party seems to think that I need three months to decide on the leadership election, yet only three weeks to make a considered decision about who represents me on the NEC (the party will only confirm who is on the ballot when they send out the ballot packs in September).  Is this transparency, consistency or accountability in action?  I don’t think so.
